Clouds

Added some game pacing improvements and tried balancing the economy a little better.
One thing that is missing is the long endless clouds of the Montana sky. 
The Pryor Mountains are a truly magical place and I hope I get to see it in person someday.
Until then, I'll keep hacking at my little homage to this natural wonder and it's magical creatures.  🫏
